Shop 4 GB RAM laptop notebook said said 3GB?

Hey, I bought a new laptop 2 days ago and they told me that the laptop has 4 GB of RAM and I went home and I tapped ctrl + alt + del and clicked on delivery then I saw it was only a total of 3065 and 1670 in cache that mean? I have 4GB RAM or not? Oh okey, is it free upgrade to 64 bit? I have Windows Vista Home Premium now. and why did they put 4GB in it if I can only use 3GB of it?
