computer keeps rebooting

My computer restarts in Windows XP screen, again and again. Safe mode does not work. Please help.
I have a dell 4550 (old). The problem was probably caused by an improper shutdown. I tried Running Diagnostics IDE disk (F12), and he said the primary drives (DVD and CD-RW) are not supported by the diagnosis. The secondary disk is diagnosed for a moment and then said not to return code 7. ENTER to restart. The computer will keep rebooting itself until I turn it off manually. All options Safe Mode end with the computer restarts. Computer gets as far as the windows loading screen then turns off and relight. After some research, a boot disk has been recommended. I do not know much about computers so how could I make one of these if this is the solution. Appreciate the help.
I had the same problem. At first I thought it was a problem with the operating system, but it proved to be a hardware problem with power. After replacing the power supply everything was fine. Try to check if your diet (box) works well.
